Healing tip: Keep the skin pliable
One thing to consider if you are getting rough spots, scar tissue, bumps, etc. in your healing piercing is to keep the skin around the piercing pliable. Soft, pliable skin is less likely to form bumps (I think) and less likely to develop dry skin, scabby scar tissue, etc. Some of this depends on the location of the piercing and the type of tissue, but I think in general, it's a good idea to:
--keep well hydrated
--do your sea salt soaks (but keep in mind these are designed to dry out the piercing by drawing gunk out of the wound--so rinsing with clear water is essential)
--use an oil as lubricant around the piercing holes

How soon after a totally new piercing is it safe to apply oil?

immediately, as long as it is applied with clean hands around--not in--the piercing hole. And it must be oil, not ointment or anything that occludes the skin
